It is difficult to provide an estimate without viewing your clock. However, in most cases, an antique clock may not have had periodic maintenance and thus kept going until it just stops. Usually a clock of this nature will require a good cleaning and lubrication. Plus, in most cases, a few pivot bushings will need to be inserted/replaced due to normal wear that takes place over time.
Of course there are many other possibilities like a broken
spring or other part failure.
If the clock has not been operational while you have had it, there
could be a missing part or perhaps just a needed adjustment.
Generally speaking, a cleaning, lubricating, and minor bushing work on a time and strike will run between $75 - $175 depending upon the complexity (time only; time and strike; or time, strike, and chime) plus return shipping just to give you a rough idea. No matter what, I completely dismantle the clock which includes removing and lubricating mainsprings. Pivots will be polished if required and the plates thoroughly inspected and restored if necessary. AND if you find someone else that charges less - be very careful!!
